Ms. Neely most recently served as the President & CEO of the State Charter Schools Foundation of Georgia (SCSF), a nonprofit organization dedicated to supporting charter schools with grants, donations, enrichment programs, and technical assistance. During her tenure, she secured over $42 million in federal grants to provide subgrants, training, and consulting services to high-quality charter schools. She also leveraged over $3 million in private grants and donations for state charter schools and implemented several enrichment programs for schools and students. Previously, Ms. Neely served as a governing board member and administrative staff member at the International Charter School of Atlanta and has applied lessons from her experience at the school to her work.

Prior to her work with charter schools, Ms. Neely was a recognized program expert, consultant, and leader for affordable and public housing, with a focus on the Housing Choice Voucher Program (Section 8) and affordable homeownership. She worked with the Tennessee Housing Development Agency, Habitat for Humanity affiliates, and a consulting firm that supported the Chicago Housing Authority, New York City Housing Authority, State of New York, Miami-Dade County Housing Authority, Buffalo Municipal Housing Authority, Atlanta Housing Authority, among others.

Ms. Neely graduated summa cum laude with a BA from Mercer University and MPA from Georgia State University.
